The offsource outsourcing business model depends heavily on foreign workers. This, in turn, leads to U.S citizens losing out on jobs. In order to prevent this, IEEE- USA, envisages telling its members to lodge a complaint with the U.S Department of Justice. It also wants the workers who have lost their jobs to file a petition that will make the Department of Justice sit up and take notice.

A Special Counsel in the DOJ’s office in a letter defines discrimination as, replacing a citizen for a non-citizen in the workplace. The IT service firms that employ non-citizens will be made answerable mentions the DOJ. IEEE- USA’s director of government relations feels that offsource outsourcing companies are consciously discriminating by recruiting non-Americans.

Offsource outsourcing is in the cynosure of public debates on grounds of discrimination. The problem still remains that whether it is ethical to hire H1B workers and non-us citizens to replace U.S workers.
